Business license reform can spur growth
Column in The State Newspaper
April 18, 2016
COLUMBIA, SC - South Carolina isn’t a particularly large state, but we have more than 220 cities and seven counties with separate requirements and processes for issuing business licenses. Each has its own unique system and due dates. Worse still, companies regardless of size are required to hold a license in every municipality and county where they have sales; larger operations may have to maintain more than 25 separate licenses simultaneously. Can you imagine it?
The original intent of licensing was to keep track of what kind of businesses were operating in our state. What started as a helpful practice, however, has become unwieldy and unnecessarily complex. In fact, the current system actually punishes companies seeking to comply, because the proliferation of municipalities and counties overseeing licensing, classifications, forms, fees and deadlines means that the requirements change regularly, at the whim of a jurisdiction.

NFIB Endorses Representative Todd Atwater in the 87th District House Race
October 14, 2014
COLUMBIA, SC -- The National Federation of Independent Business, South Carolina’s leading small-business association, has endorsed Representative Todd Atwater in the 87th district race.
The endorsement was made by NFIB/South Carolina SAFE (Save America’s Free Enterprise) Trust, which is comprised exclusively of NFIB members.
“Representative Atwater clearly understands the challenges facing South Carolina’s small, family businesses and is the clear choice in this year’s election,” said Ben Homeyer, state director of NFIB/South Carolina.
“Our members believe Representative Atwater will take a fiscally responsible approach to managing state government and support legislation that helps our small businesses grow and create jobs and puts the state back on the pathway to success.”
The NFIB/South Carolina SAFE Trust’s endorsement is critical to the candidate’s campaign. Small-business owners and their employees vote in high numbers and are known for actively recruiting friends, family members and acquaintances to go to the polls. NFIB has pledged it will activate its grassroots network on behalf of the campaign. NFIB’s political support is based on the candidates’ positions and records on small business issues.

Editorial from The State Newspaper: District 87’s Todd Atwater a smart, savvy legislator who needs to return to SC House
October 15, 2014 COLUMBIA, SC — REP. TODD Atwater might be a little farther to the right than we’d like on some issues — he notes that “If you’re to the right of me, you’re not stable, and if you’re to the left of me, you’re probably not representative of the district” — but he has a more sophisticated understanding of and desire to correct our state’s biggest governmental flaws than all but a handful of our legislators. The Lexington Republican recognizes that our Legislature hordes power that should belong to the governor and to local government. He appreciates the inherent conflicts in being astate representative and representing hisdistrict, and realizes that the needs of the state must take precedence in most circumstances. He also recognizes the need for much more substantive debate than he has seen in the House; that reflects his profound respect for the necessity of compromise, and his notion that someone has to “put stakes in the ground” in order to allow compromise to occur. Even where he’s the one planting those stakes, he makes valid points. We’re not convinced, for instance, that our state needs the wholesale assault on government regulations that is one of his priorities, but he’s correct when he argues that some regulations accomplish little more than to protect the business interests of the regulated, and that some regulations are written in a way that makes it too easy for regulators to misuse them. We are convinced that we need to overhaul our tax code, and that too is a priority for Rep. Atwater, who, again, understands the shortcomings of our current system more than most legislators, and understands that reform means raising some tax rates while lowering others and, especially, eliminating loopholes and exemptions. August 19, 2014 The South Carolina Department of Transportation (SCDOT) has notified me of plans to replace bridges over the Horse and Hollow Creek along US Route 378 located 8 miles northeast of Leesville in Lexington County. Because of high volume of traffic on this section of US 378, the bridge will remain open to traffic and the new bridges constructed in stages. The project is scheduled to begin in summer 2015 and is anticipated to take approximately twenty four months. SCDOT has advise that they will keep me updated once the project schedule is established.
